International Umpire of “A” category, VII Dan.

President of Saint-Petersburg Taekwon-Do federation from the moment of its foundation.(1988)

Vice-President of European Taekwon-Do Federation.
Vice-President of Russian Taekwon-Do Federation.
He was awarded the honored sign “For contribution in development of physical training and sport” in 1999.
In 2002 he was awarded the honored orden “For contribution in development of Olympic movement in Russia”

In 2007 Mikhail Shmelev was awarded the honored orden “Honored worker of physical culture of Russian Federation”. The award was given by the governor of Saint-Petersburg Mrs. Valentina Matvienko.

Interview of Mikhail Shmelev:

«… The way of Saint-Petersburg Taekwon-Do was not always covered by roses. There were blunders, slumps but we always tried to find the causes of misfortunes and ways to solve the problem. And moved forward. International Taekwon-Do tournaments “Cup of Peter the Great” are our great achievement. We put a lot of energy and forces to reach the current condition of our brainchild. The Tournament traversed pass from just inner competitions to one of the most prestigious European tournament.”
